Meet the Board
The EMS Foundation of Whatcom County has an advisory board of five local, experienced, and dedicated members.

Marvin Wayne, MD
Marvin Wayne, MD, FACEP, FAAEM, FAHA, is the medical program director for Whatcom County EMS systems. He's also an attending physician in the ED at St. Joseph Medical Center, an associate clinical professor in the Department of Emergency Medicine at the University of Washington, and is member of numerous local, state, national and international organizations on emergency medicine and EMS.

Janice Lapsansky
Janice has a long and varied history in higher education, beginning with a position as a part-time Lecturer in Biology.
Janice worked as a volunteer firefighter/EMT in Whatcom County for 20 years and served on the county’s EMS and Trauma Care Council for much of that time. She also facilitated two large and important research studies conducted by Whatcom County EMS as the Clinical Research Coordinator. Now, Janice serves as a community member on the Trauma Quality Improvement Committee at PHSJMC.

James Hallett
James Hallett currently lives in Bellingham WA, and has been a lifelong Washington resident, mainly residing in Port Angeles. During his time in Port Angeles, James served multiple elected office positions including Mayor of the City of Port Angeles, two terms on the city council, and Port Commissioner.
In addition, James founded Hallett Advisors in 1987, a national financial and wealth management firm.
Ralph Weiche, MD
Ralph Weiche has been an attending Emergency Physician in Bellingham at St Joseph Medical Center for nearly 20 years. Currently, he is also the supervising physician for Whatcom Medic 1, Medical Director for Whatcom Paramedic Training, Medical Director for BTC EMT program, Supervising Physician, medical board member, and volunteer ski patrol for Mt Baker Ski Area, and Chair for Committee for Professional Enhancement at St. Joseph Medical Center.

Richard (Dick) Williams
Dick Williams and his family, wife Linda and daughters Tiffany and Tarrah, moved to Bellingham in 2001. Dick retired after 32 years in the firs service, the last 27 with the City of Bellevue, WA, where he retired as Captain of Ladder 1.Dick was accepted into UW Medical School, where upon completion he served 10 years as a paramedic, followed by a promotion to MSO for an additional 10 years.
